How Are HOA Board Members Elected?

Strong leadership can shape the success of any community. That’s why HOA board elections are so important. They give homeowners the chance to choose who will make key decisions about their shared property, finances, and long-term goals.


Whether you’re new to your community or just curious about how the process works, here’s a helpful overview of how HOA board members are elected.


How Are HOA Board Members Elected?


1. Check Your Governing Documents


The election process is typically outlined in your community’s bylaws or Declaration. These documents define:


  • The number of board members

  • Length of each term

  • How candidates are nominated

  • How votes are cast and counted


They may also reference state laws, so it’s always best to review them before planning an election.


2. Call for Nominations


Before any votes are cast, candidates need to be nominated. HOAs usually send out a notice of election and a call for nominations to all owners, either by mail or electronically.


Some HOAs allow:

  • Self-nominations

  • Nominations from the floor (during the meeting)

  • Pre-approved nomination forms


Candidates may also submit short bios or statements to help voters learn more about them.


3. Send Official Notice of Election


Once the list of candidates is confirmed, a notice of election is sent to homeowners. This typically includes:


  • The meeting date, time, and location (or virtual link)

  • The list of candidates

  • Voting instructions

  • Proxy forms or access to electronic voting


In Florida and many other states, this notice must be sent at least 14 days in advance.


4. Voting Begins


Homeowners can usually vote in one of several ways:


  • In person at the Annual Meeting

  • By proxy, if allowed

  • Electronically, through a secure voting platform


Electronic voting has quickly become a preferred option for many communities. It’s more convenient, secure, and increases participation (and quorum!).


5. Meeting and Vote Counting


At the Annual Meeting (or another designated time), votes are counted, and the results are announced. Depending on your bylaws:


  • The candidates with the highest number of votes win

  • Tie-breaker rules may apply

  • Results may be certified by an election chair, manager, or third party

6. New Board Takes Office


Once the votes are finalized, the new board members take office, usually immediately or at the next board meeting. They may go through an orientation, elect officers (president, treasurer, etc.), and begin their term of service.
