California law permits electronic secret ballot voting for HOAs under the Davis-Stirling Act, as updated by AB 2159 (effective January 1, 2025).
AB 2159 allows HOAs to use electronic secret ballots, either alone or alongside paper ballots, with oversight by an Inspector of Elections.
